She's AQUARIUS. 
I downloaded the trial for Photoshop cs5 and even the basic brushes are so nice!
I actually started painting this in late 2008 but somehow lost the red line... and now it took me only about 3 hours, and it's done.
Finally!
Painter was used for the basic color-scheme and style, and did all the detailing in Photoshop
